- Spray the bottom of a 6-quart electric pressure cooker (Instant Pot) insert with nonstick cooking spray or wipe with a bit of butter. Add baby potatoes into the bottom of the insert.
- Pour chicken broth on top of potatoes. Stir in minced garlic.
- Top potatoes with pats of butter. Place the Instant Pot trivet or rack insert on top of the potatoes.
- In a large bowl, combine all the meatloaf ingredients (ground beef, milk, egg, bread pieces, Worcestershire sauce, onion powder, salt, dry ground mustard, garlic powder, black pepper). Mix gently with clean hands until just combined.
- Place the meatloaf mixture onto a sheet of nonstick aluminum foil. Shape the mixture into a compact rectangular loaf and fold up the sides of the foil to create a shallow “meatloaf boat.”
- In a small bowl, combine the meatloaf glaze ingredients (ketchup, balsamic vinegar) and stir well.
- Spread half of this glaze mixture onto the meatloaf. Carefully place the foil “meatloaf boat” with the glazed meatloaf on top of the rack insert in the Instant Pot.
- Place the lid onto the pressure cooker and lock it into place. Ensure the valve on the lid is turned to “Sealing.”
- Set the Instant Pot to “Manual” or “Pressure Cook” on high pressure for 30 minutes. (Note: Cooking times may vary slightly between different pressure cooker brands).
- Once cooking is complete, move the valve setting to “Venting” for a quick pressure release. Be extremely careful of the hot steam.
- Allow all of the steam to fully release until the float valve drops down completely before unlocking the lid.
- Optional Broiling Step: For a caramelized glaze, carefully remove the “meatloaf boat” to a baking sheet. Preheat your oven broiler to “High.” Spread the remaining meatloaf glaze over the cooked meatloaf and broil for 2-4 minutes, watching closely to prevent burning.
- Meanwhile (or after broiling), remove the trivet from the Instant Pot. Add the shredded Parmesan cheese to the cooked potatoes. Sprinkle with dried parsley (if using) and stir well to coat.
- Remove meatloaf from the oven (if broiled). Carefully place the meatloaf on a serving plate. Gently remove the Instant Pot insert (using oven mitts) and carefully drain any excess broth from the bottom. Spread the Garlic Parmesan Potatoes around the meatloaf. Slice and serve immediately.
